August (2005) reports:
  • A Danish Chief Engineer was offered a job for US $ 8.000/month, and received a message, exactly copy of what I received before. Only ship name was different: MV Light.

  • An other offer was sent to an American HR (Human Resources = Personnel Development) consultant. From the American they asked for USD 500 in exchange for US $ 120.000/year. The employer would be Marine Dredging Nigeria Ltd, same as the next one.

  • An Indian offshore oil rig control and instrumentation engineer was offered employment with Marine Dredging Nigeria Ltd as Instrument Technician for USD 10.000/month. Now the employer's name has been changed as has the contact person, who in this (Indian) case was Mr John Wobo - still with Slok Travel. This offer had a new twist: First the employee pays the visa fee and later employer will reimburse him. Why make it so complicated?
September report:
  • A Canadian Chief Officer received a job offer on a Liberian flag Chemical Tanker, MV Anabel, trading from Port Harcourt to Germany and/or South Africa, still own by Avon Shipping Lines. There's no ship named "Anabel" registered under Liberian flag. Now no more immigration fee, this time they ask for a processing fee, i.e. 10% of first months salary!

This Chief Officer did not have chemical endorsement. The job offer was signed by Mr Martin Moore at Synergy Recruitment Inc, Toronto, Canada. There is a company with a website named "Synergy" Consulting but that is not a recruiting agent, it's a web consulting company (synergyconsulting.zzn.com/)

Approved ICRA label

October report:
  • A Polish Naval Architect received about middle of Oct. a job offer in the USA with Deckline Boats Inc, owned by "the Dixon family", in Illinois. This was a proper job description but an American shore job with leave rotation (3 months on and 2 weeks off!) plus expatriate accommodation.

The recruiting agent was still the same; Woodworth Recruitment and the offer signed by Anthony Flynn. The offered salary USD 8.000/Month.

The visa and work permit fee (US green card) was USD 400 payable to the same man as before; MR Emeka Okechukwu in Port Harcourt, Nigeria, by Western Union Transfer. Slok Travel Agency still handling all documents, the letter still signed by John Wobo. Now the travel Agency says they have a very good working relation ship with the US State Department [I wonder what the State Department would say to that?].

This Naval Architect was told his travel documents, i.e. Visa and Work permit would come to him via US Embassy in Warsaw, Poland. BUT he was not to contact the Embassy in advance. (Just send the money, please!)

He was also informed by Slok Travel that I have been ordered by the Seamen's Association in London (?) to remove (close) this page 4 months ago, i.e. one month before it was first published!
November report:
  • A British Ship Captain was offered employment as (Company) Security Officer (!) with Avon Shipping Lines in Nigeria. This was a shore job (in the office) in Port Harcourt, salary only USD 6.000/month, with same leave rotation as other offers. 10% of first month's salary as fee for travel and visa documents.

  • The employer still said to have 97 vessels with 4 LNG tankers on order under the US Jones Act, for delivery in 2006/2010 from Kvaerner Philadelphia Shipyard. The US Jones Act is from 1920 and requires American ownership and American Building of commercial shipping in US National waters (i.e. a domestic US law). Hardly applicable to (foreign) Nigerian ship owner.

On the Kvaerner Shipyard website there is no order list, so I haven't been able to find out (yet) if Avon Shipping really has ordered ships from there or not.
December 2005 reports:
  • A new target: Asian recruiting agent. The agency was offered placement of a deck and engine crew on a Liberian flag steam powered chemical tanker, product tanker, owned by Avon Shipping Lines in Nigeria. Salaries USD 1.300 - 1.500 per month, three months on, three months off with leave pay. A one year contract with free trip home to Asia after three months and the last three months of the contract period on vacation.

The recruiting agent was asked for an advance fee of USD 350/head, total ten people (USD 50 per head to be returned to the Asian recruiting agent as handling fee). The crew wasn't asked for chemical endorsements or medical certificates, neither was any visa required. Everything was said to be arranged by the representative in Port Harcourt: Tapinok Consulting Nigeria Ltd. A new representative but same contact person as before: Mr Emeka Okechukwu.

This could be the same chemical tanker the Canadian Chief Officer was offered before, only new name: MV Anable; 42.000 DWT, 300.000 bbl, and 300 ft wide ship - somehow the ship particulars doesn't seem to fit. Cargo and ballast tanks said to be epoxy covered. Fixed gun clean washing system in chemical cargo tanks (?). No ship name either MV Anable or MV Enable can be found in the ITU register.

It's one thing to offer a private seafarer a fake job, he's standing to lose some money only. When a recruiting agent is offered a deal like this it's a different matter. He is risking his reputation, which is his "bread and butter".

  • Other reports in December only confirmed earlier details. Synergy Consulting was still in Dec. used as recruiting agent in a few cases.
January 2006:
  • No changes in January. Still same recruiting agent (Woodworth Recruitment), same employer (Avon Shipping Lines) and same Nigerian representative (Slok Travel Agency).
End of February I received two job offers:
  • From "Elf Petroleum" (Elf Aquitaine), with an yahoo.com email address. The message was signed by MR Jack Daniels, with an address in London, UK, and tel.no: ++447023050984. The job locations where also in West Africa.

The real Elf Petroleum Company - biggest oil petroleum company in France - do have operations in UK and controls several oil concessions in Nigeria. The company is owned by and a member of the Total Group, the French national oil company; the French government being a minority shareholder.

  • From "Shell Petroleum Development Company", also with yahoo.com email and an address in UK. This was "signed" by Proffessor (!) Clifford Lewis with tel.no: ++447024073733. These jobs where for the "Soku Gas Project" in Nigeria. This is a scam going on since early 2005, see Expat Engineer.

  • It's unlikely two job offers like this come during the same week, one on a Saturday. An email account opened in UK usually have an UK address: yahoo.co.uk, isn't that so? And not even offshore recruiting companies' offices work on Saturdays.

I also noticed the five first numbers in the two telephone numbers were identical. There is strong reason to be suspicious. If anybody else have received any of this kind, please tell me.

  • During February "wrecruitment", Slok Travel, and "Synergy Consulting" where still in use. MV Hamm was also offered, same as the Nigerian dredging company.
June 2006 reports:

Middle of June I received a job offer from oceanic_shipping_link@yahoo.co.uk ("Oceanic Link Shipping Line"). The company is said to be located worldwide (!). Further said:
QUOTE:
2 new cargo ships
2 new vessels SHIP
3 new Passengers ship
Country of Origin of Ships (built in .. ?) UK but registered in Asia, Europe and other "countinents"
UNQUOTE
Basic salaries in USD per month; for instance Captain $ 7.000, AB $ 5.000 (!) and Steward $ 4.600. The two latter ones I would say are a bit over the normal. Teacher $ 4.000, also working on the ship (!).

Address:45 West Street Readin RgI !tz London UK
Website: www.oceanicshippinglink.sm.biz/, which is an UK free server owned by SINet UK Dedicated Hosting. The page "Vacancies" is a copy of the email letter (or vice-versa). Applications to be sent to Placement Consultant Collins George in Ireland, tel. +447024082239, which I understand is an UK number.

The email doesn't mention anything about an advance fee but on the website home page it's clearly stated: Placement fee must be paid before anything commences. It's highly irregular a shipowner charges an advance fee before employment.

Basically same text - different design - can be found on: www.oceaniclinkshipping.biz.ly/ ".ly" is an extension for Libyan Arab Jamahiriya (= Libya) but the website is on an American free server owned by Mega Web Services (a United Online company). Return to first page "Container Shipping"

End of June I received another job offer with almost identical text from: "First Choice Link Shipping Link", employments_firstchoiceshipping@hotmail.com - with a couple of more ships.
Address: First Choice Shipping Line
115 Habourg Street Mark Alice Avenue
London United kingdom
Tel: +44702407475

No website given. As both of above came to my old email box, same as the very first Nigerian money scam offer, I wouldn't hesitate to call both of these "job scams" as well. Both companies are using either Yahoo or Hotmail free email services, which isn't what European shipowners do.

July to August: In August Avon Shipping Lines tried to buy a medium size yacht from American owners. The down payment check bounced (!).

September 2006 report:

Comments:
In the address at the top, the email is given as coming from: zzn.com, which is a free email service provider in US. In the email itself the sender is given as @yahoo.com.

The "Organization" uses Cooperation, clearly in the purpose to confuse. If somebody reads fast or may be little bit carelessly it could be read as either "Corporation" or "Cooperative". Cooperation is not a legal term for any business unit.

The email used for me is the same as what all the earlier Nigerian money scam letters have been using. That email address is not available on the Internet (see above, top job offer example). No recruiting agent or employer selects names by random to send "job offers" to short listed candidates.

With this I'm offered a yearly salary of 2.4 million USD, which translates into USD 200.000 per month. This is clearly too good to be true. But what job am I offered ?

Comments to this:
  • e-mail address: rediffmail.com is an Indian free e-mail service. Highly irregular a British employer would use this.
  • My e-mail address is deleted, but these people still use the same one all the Nigerians have used for some 5 years for their scam mail.
  • E-mail again sent on a Saturday.
  • To work in a London office must have European Union work permit, which they don't ask for.
  • This letter is very clever. Those persons who already have sent their résumé (C.V.), will be more willing to pay in advance when they are "chosen".

Comments : As e-mail again is at yahoo and the message is sent on a Saturday with no address or telephone mentioned, plus it came again to the same old box where all scam letters have come, I don't hesitate to make this a scam too.

And a second fake offer on January 2007:

I received also a fishing letter, clearly intended to collect CVs / résumés from unsuspecting seamen. It was sent from:
heniking@aim.com with Subject: Marine Job Offer.

QUOTE: Dear Seaman,

We are conducting a retained, executive search on behalf of a client of ours to recruit seamen to work on board one of their vessels. Would be delighted to speak with you at your earliest convenience.

Executive search is when a company is searching for a new CEO (Chief Executive Officer) or General Manager - not a seaman. I don't think this is sent by the Nigerians, it's written in a completely different style.

I call it a fishing letter because they don't offer any specific job or position - not even a specific kind of ship - they only want to collect information about people. I wouldn't send anything.

Comments: The letter offers "Sterling or Euro" depending on home country, even it's sent to an Indian national. Dr John Adenuga is a well used name (fake ?), it's been in use in scam letters since 2001, see above and with the same "immigration" e-mail address.

The salary, close to USD 22.000 per month, is way over board. It could be within limits for an experienced expatriate supervisor, considering the high risk from Nigerian militants operating in the Nigerian oil fields. But in such case the position and the person's responsibilities would be well defined.

Furthermore, the Nigerian Liquefied Natural Gas Ltd is a real company with real jobs available, there is a warning against scam on their website. In the scam letter the "Ltd" has been dropped. Return to page 1

www.engineer.com is a US web hosting company with free e-mail service owned by "www.oversee.net". The message was sent from Hotmail and at the end there's no address, telephone numbers, or any names at all. Furthermore this is another scam that has been going on since 2005.

AGIP is an Italian petroleum company and a member of the "ENI Group", which is Eni S.p.A. [ Italiano ]. In my broken Italian that would be "Energia Nationale Italiana Societa pro Anonima" - translated into English: Italian National Energy Corporation Ltd. This is a government owned company and they would never use a free e-mail service. The company have it's own fraud warning.

Return to page 1

In November / December 2007 a European engineer in East Africa received an employment offer with Shell Petroleum Development Company of Nigeria from Wintech Engineering Limited, address:
Wintech Engineering Limited
Nolimpark 1810
Siberiestraat 10
3900 Overpelt
Belgium

There is a real Wintech Engineering Limited in UK. The real company works with curtain walls and windows, mainly for office building facades ( front wall coverings ) and have nothing to do with anything offshore or in shipping ( maritime ). The fake name listed from before in "Offshore Marine - Wordpress".

From those document copies I received it wasn't clear what job position or what salary was offered. There was, however, a new twist in this. The engineer was told not to pay for the immigration lawyer handling his documents plus the company would send him money so he ( the employee ) could pay for his air ticket and other travel expenses.

Shell Petroleum Development Company name has been used already before (see above). This time the offer was signed by Paul White. There was no requirement of any advance fee either BUT the engineer was told he has to choose one of 4 alternative Travel Insurance Policies ( OTIP ) from Unitrust Insurance Company Limited ( Nigeria ).

There is a real insurance company by this name in Nigeria, but the premiums seem to me to be way overboard (too much). I haven't been able to check if the company have this kind of insurance policies.

The premiums ranging from USD 1.500 to USD 3.000. This was to be sent in advance by Western Union to Mr Princewill Emeka, Port Harcourt, Nigeria. Now the surname of this person just "happens" to be the same ( Emeka ) as the given name of the person who was the receiver for Avon Shipping "job fee", also in port Harcourt, in the very first offer I ever received (see at top of this page). Return to page 1.

End of December a Canadian Captain informed me there was a job advertisement on Marine Link's publication Marine Technology Jobs:

QUOTE Master/Chief Engineers/ Afloat Officers e.t.c
Nigeria Abuja; Nova Shipping Lines
Nova Shipping Lines, a Shipping Company based in Nigeria, West Africa seeks afloat officers on her Cargo Vessel, MV Harrier. The Company has recently acquired a new Cargo Vessel and is currently recruiting to man the Vessel. Vacant Positions : Master, Chief Officer, Second Officer, Third Officer, Fourth Officer, Navigator/Radio Officer, Chief Engineer, Second Engineer, Third Engineer, Fourth Engineer.

Benefits:
Attractive Salary ($8500 - $10,500). Remunerations would be in Dollars or Euro Equivalent.
Free Medical Care for Employee and Family
Free Access to Recreational Facilities in Nigeria
Excess Bagagge Allowances.
Qualifications include relevant degree from Accredited University or Institute of Marine Engineering.
Resumes indicating positions sought should be sent with references in confidence to novashippingline@aol.com
Telephone: 23448072141684 UNQUOT

The number 234-80 is a Nigerian mobile number. Could it be there has lately been added one more digit "4" to that ?

In ITU's register [ International Telecommunications Union ] there are only two vessels named Harrier with EPIRB, neither one registered in Nigeria. There is a copy of the advertisement on a Iraqi Job Board ( www.portaliraq.com/ ), which is not accessible to the public. There is (or was) a company named Nova Shipping Lines in Cyprus, but none found in Nigeria. On the other hand, read backwards the company name would be Avon, which is the company from where the very first fake job offer to me was sent (see very top of this page.

There is a "Nova Shipping and Trading" named company in Canada (Toronto), but they are handling export of textiles and machinery to South East Asia and are not involved with these kinds of jobs.

There was also a job offer letter signed by Jonathan Onwubiko, Human Resource Officer, Nova Shipping Lines. According to this the employee must himself pay Nigerian visa / work permit fees in advance before allowed to join the ship.

USD 8.500 is way too much for the junior positions and a seaman's job never involves relocation of family. What does a seaman on a cargo ship do with "recreational facilities" in Nigeria ?

Return to page 1.

In March a Philippine Engineer received a job offer from "Caltex Ltd, London. Oil & Gas Company". As the letter is so distinctive I reproduce only the top of it below:

Fake job offer from Caltex UK

The address given as:
30 Leicester Square City,
WC2H 7LA, London
The telephone number again being a UK mobile number with redirect. The job offered was as a Project Engineer ( Gas Flaring ) in London with a salary of UK £ 12.920 per month ( about 25.000 USD per month ). This is clearly too much.

The job offer didn't include any money request, but he was told to contact "Xpress Visa Services & Tourism" in London to get residence visa & work permit. Obviously upon contact with this "office" he would have been told to pay for expenses in advance. But this is not how it works. From overseas you can apply for UK visa only through an overseas UK Embassy, plus the "visa agent's" telephone number was again 44 70xx - i.e. a UK mobile number with redirect.

Whenever you see this kind of a telephone number it's really and truly a fake offer.

Fake job offer from Sidenor, Span

The offer was signed by Engr. Samuel Fernandez, telephone 0034-634186359. The employee is to contact Carlos J. Santosso, Federal Ministry of Interior, Spannish (?!) Departamento de Justicia, telephone + 34-667003658 or Fax 0034 917 889 811.
Two e-mail addresses for the "Ministry" where provided: mint_espana@ozu.es and spain_permit@spainmail.com. The website of the Ministry said to be: www.workpermit-espana.fr.gd.

All these details are already from before listed as scam at 419 scam org.. Both e-mail addresses are free e-mail services and the "Government" website address has an .gd country extension code. "gd" is for Grenada, while the Spanish country extension is ".es". The real Gobierno de España - Ministerio del Interior website is in Spanish language only. I couldn't find any kind of reference to any "visa services" at all. The home page is mostly concerned with homeland security and problems with terrorism.

The "Grenada" is not Grenada in Spain. The .gd extension is for the former British colony, the island of Grenada in the Caribbean, also known as "Spice Island". The real Sidenor corporation is a big steel parts fabricating concern that have absolutely nothing to do with oil.

The position offered was AUTOCAD OPERATOR. If I'm wrong here, somebody please tell me (I'm not an engineer) - "CAD" means "Computer Aided Design", so "Auto Cad" could be a machine or machinery cutting or bending steel / steel profiles according to a computer controlled program. The operator then being the one using this machinery. BUT the job description is something else:

The whole "agreement" is written to look as if it had been written by a team of lawyers. It's, however, absolutely sure this text has never been touch by any kind of lawyer at all. I had great problems making head or tail out of it.

When you scroll down in the "agreement" there is a point: QUOTE "It is our official policy that our employees must pay for their work permit processing fees, as we have promised free visa to all employees and as a proof of the readiness to join our team, they have to contact the MINISTRY OF INTERIOR and obtain these documents." UNQUOTE

Common to all employment scams is the following:
1. "employees must pay for their work permit processing fees",
2. "as a proof of the readiness to join"
3. Common to many a variation of: "in line with the expatriate statuary law of [ the European Union ] in compliance with the [ EU. ] Terrorism Act" There is nothing such in the European Union.

Re: "Spanish Work / Residence Permit Visa" - there is nothing like that. Spain is a member of the European Union, so one would apply for a European Union Visa, also called a "Schengen Visa", which is valid all over the European Union, although the application can be made, for instance, at the Spanish Embassy overseas. You cannot, however, get it just by paying a certain fee.

Now a Visa for European Union and a work permit are two quite different matters. It's not easy for a non-European Union citizen to get an European Union work permit. Definitely not just by paying a fee only. And a European Union citizen doesn't need a work permit. For some more information on Spanish work permit for non-Europeans see: US Embassy, Spain, advice on residency and work permit (for US citizens). Return to Page 1

In the middle of June I received a new fake offer. This was something of a mix up - it's not completely clear whether they are offering a job or something else. It was sent "on behalf of" Caltex ( Texaco ). The message received is reproduced below:

Comments:
1) www.liberty.edu is a (religious ?) university in Virginia, USA. I can't find any connection to Chevron.
2) No big organisation as Chevron / Texaco uses live.com e-mail service.
3) Telephone numbers 44-70... are UK mobile numbers with re-direct and the e-mail is said to come from Singapore. Chevron head office is of course in USA.
4) There is no such company ( Chevron Texaco Oil and Gas Company ) registered anywhere.

This is a definite scam letter / "fishing" attempt again. To be sure I asked for some more information about this "endowment fund". In the answer it was strongly pointed out this is no lottery winnings. It was said Microsoft had provided 50.000 e-mail addresses from which 100 "winners" were picked out to receive USD 3.000.000 each ! It was signed by Mr. Dawson Newton, Officer In-charge, COEFA ( ZoneF ).

At the end of July 2008 I received again another fishing letter. These seem to get more frequent. QUOTE:

Now the email is on "live.com" and telephone number +44 70 xx is again the UK mobile number with redirect. UK Job recruitment online directory doesn't exist. And then: What Job? What have these data to do with a job offer if they already have my CV ?

BAR. probably means Barrister, which would be a lawyer. And finally no street address. Only kind of address given is: "Lavington, London SE1 0NZ, Switchboard, United Kingdom". There is no "district" Lavington in London but there is a Lavington Street. It seems the address in the scam message comes from Google search "snippet" for CNET London. Google gives an address of: Lavington Street, London SE1 0NZ, which is followed by the word Switchboard: and some telephone numbers. Of course, "Switchboard" isn't a part of the address !

There is a website address in the message, www.brindex.co.uk. I checked out that one. Brindex is short for "The Association of British Independent Oil Exploration Companies", which seems to be a legitimate umbrella organisation for a group of companies with interests in West Africa and other locations. The head office for Brindex is in Aberdeen ( Scotland ) with a completely different telephone number and address. The email address is with "@brindex.co.uk". Obviously these scammers have "borrowed" the company name.

At least one of the Associations member companies' website - Dana Petroleum Plc - have a warning about fake job offers sent out in their name. As reply to an enquiry I sent to the Administrator of Brindex whether they have any connections to Mr Derek Kidd, I got the following answer:

QUOTE: "Please be advised that this email has nothing whatsoever to do with Brindex, the trade association for British Independent Oil and Gas exploration companies. As far as we are aware there is no oil company in the UK called Brindex Oil and assume the name has been taken from our official website.

Middle of February 2009 the fake offer below was received by an African oiler. So many news papers around the world were at this time proclaiming the economy is in depression and people are laid off both here and there. The scammers realized there must be many not so very much educated jobless people who would willingly spend their last money to get a job. I have elsewhere pointed out it's not so much a real money or credit problem, but people have stopped spending so much on luxuries and the employment "problems" are mostly a question of restructuring the workforce. This means less and less manual workers and more and more skilled trained technicians - nuts and bolts people.

One result of all this "hoopla" is an increase of fake job offers, like the one copied below (different lay-out). QUOTE:

The website isn't so badly done, at least not the Home page. Even the other pages could fool somebody who hasn't seen so very many different shipowners' websites. From the inner pages it's, however, difficult to surf without going via the Home page. Without the fake offer it could be difficult to say for sure whether the company is fake or not. The website has been on-line only since December 22, 2008, and a WhoIs look-up doesn't give much information.

Somewhat confusing job offer isn't it? The telephone numbers 44 70... are enough to identify it as scam. DO NOT PAY - if you do, your money will be lost and you won't ever be able to contact the scammers again.

HR DepartmentRecruitment Section
London (UK).

The offer is said to be sent from: info@britishpetroleum.com and replies are to be sent to: recruitdesk45@gmail.com . Now it's sure British Petroleum Personnel Department would never use a free e-mail service ( in this case Google mail ). The correct address for the British Petroleum website is www.bp.com/ and their e-mail address could be for instance info@bp.com.

The e-mail address ..@britishpetroleum.com indicates it's coming from the "company's" webserver, i.e. website would be: www.britishpetroleum.com. Such a website doesn't exist.

Of course there are no telephone numbers given, if somebody would call a BP number the "game would be finished" (!). On the other hand, they are mainly asking people to send their CV's, which then could be used to send new better targeted fake offers - may be next year. Do not send your personal details anywhere when you don't know who's asking for it. Especially if you haven't even applied for a job with the company the request is said to come from. SOLGAS ENERGY LIMITED

Solgas Energy Nigeria Ltd was a British company that in 2003 had been contracted by the Nigerian Government to construct a steel mill. This seems to have been cancelled by the Nigerian Government in 2004 and the current job offers have "borrowed" the company name for an non-existing recruitment campaign. This offer was still going around in April 2010.
